The Territorial Stewardship Project: a Civic Experiment for the Metropolitan City of Milan

Bringing citizens closer to the management of public space, rebuilding a tangible connection with local territories, and transforming everyday attention into shared responsibility. These are the goals of the new Territorial Stewardship Project promoted by InfoPage, a civic experiment now launching in the Metropolitan City of Milan.

The project is rooted in a growing awareness: citizens are often left alone when facing local issues and, at the same time, increasingly disengaged from the care of public spaces. InfoPage proposes a simple yet structured response, based on small territorial units and voluntary individual commitment.

A City Divided into Micro-Areas

The pilot project divides the metropolitan territory into 0.25 km² rectangles, equivalent to approximately 500 x 500 meters. Each micro-area can be stewarded by one or more territorial referents—citizens, professionals, or architects who voluntarily choose to take care of a small portion of the res publica

This stewardship does not involve institutional roles or administrative responsibilities. Instead, it represents an act of active citizenship: observing the territory, reporting issues, sharing useful information, and promoting local cultural and social initiatives.

Reporting, Culture, and Good Practices

Through web tools, links, and social media, other citizens can also contribute by submitting reports related to:

concrete issues such as road potholes, urban decay, or illegal waste dumping;

public-interest information;

cultural initiatives, events, and social activities;

positive actions and good practices already active in the area.

In this way, the Territorial Stewardship Project becomes a distributed observatory of local knowledge, capable of providing a real and constantly updated picture of neighborhoods.

A Bridge Between Citizens and Public Administration

One of the core objectives of the project is to create a structured connection between citizens and public administration. Bottom-up information collected through territorial stewardship can help public bodies better understand local needs, identify critical issues, and recognize civic energies already present on the ground.

InfoPage does not replace public institutions but instead experiments with a complementary model based on collaboration, proximity, and shared responsibility.

An Open Experiment

The project is currently in its experimental phase and is open to anyone who wishes to participate actively and responsibly. It is possible to apply as a territorial referent by completing the dedicated form on the InfoPage platform.
